THE Development Control Competent Authority (DCCA) has introduced a new procedure on submitting earthwork and building applications to improve the "ease of doing business" in Brunei.

Effective August 14, the new procedure would simplify the overall process and reduce the time taken for approving applications, said a statement from the Department of Town and Country Planning yesterday.

With the new procedure, qualified persons (QPs) or architects and engineers registered with the ministry will only need to submit their applications to two agencies under the ministry, namely TCP and the Authority of Building and Construction Industry (ABCi).

The new procedure will require QPs to first submit their earthwork and building applications to TCP to obtain "Planning Permission" prior to building plans approval.

At this stage, the development applications shall be assessed and determined based on planning parameters such as zoning and building height.

After this stage of planning permission, QPs are required to submit their proposed earthwork and building plans, usually technical matters to the ABCi to process and issue approvals.

The ABCi is also responsible for issuing permits to commence earthwork or building construction and occupation permits (OP) for completed earthwork or building.

This new procedure is also applicable to land and and houses that are under the National Housing Scheme and Landless Indigenous Citizens Housing Scheme.

For this matter, land owners or home owners who intend to construct new houses or renovate their existing houses must engage registered QPs to draw and submit their applications to the two agencies for planning permission and building approvals as well as occupation permits.

"The Competent Authority hopes that this new procedure will streamline the overall process and reduce the time taken for approving applications by the agencies and hence improve the conditions of "ease-of-doing-business" in Brunei," the statement said.

The DCCA hopes that with the new procedure, the time taken to process and approve earthwork and building applications would be greatly reduced.

QPs were urged to ensure that their submissions are attached and with all the necessary and relevant plans as well as documents based on the checklist prepared by TCP and the ABCi. The Brunei Times


Many people who have submitted plans after this was implemented was hopeful that the system would streamline the process but instead the process has not improved anything.

I heard about this too. It was supposed to help Brunei achieve a better score in the Ease of Doing Business ranking but looks like instead of helping improve the score, it is achieving the opposite.
The problems were due to the body not doing what the heads wants. When the  staffs who does the day to day job do not buy into the program, it is bound to fail.
Another thing I heard is that the various sections are not in tune with each other.
